I 've been in the field of data management & statistical data analysis for over 10 years using SAS, SPSS, STATA, EPI-info, STAPac GOLD, Clintrial, FilemakerPro, Minitab, SPLUS e.t.c. Contrary to what Kirk Dearden said. EPI-Info happen tobe the best in managing data entry except when you are not sure of the definitions of your variables, better still if you are not deaing with very large data size or your priority is not error free entry. You can then export to other packages for analysis e.g SAS, SPSS, Gold or SPLUS these three are wonderful.

No, odds ratios are different then incidence. This site has a good equation for calculating incidence.

You have mentioned some really important information. A lot of development projects fail just because of lack of proper evaluation.

Education has been proved to be one of the most important ways to prevent new HIV infections. It is especially important for young girls, who are one of the highest risk demographics for new infections. Check out the work of Tariro, one organization working toward women's education to improve health and development in Zimbabwe. http://tarirohope.wordpress.com/
